Help Save Devils Lake

The Devils Lake Water Improvement District (DLWID) Board meeting will be held on Thursday June 12th at 6:00pm. The meeting will be held in the City Hall Council Chambers, which are located on the third floor of City Hall  (801 SW Hwy 101, Lincoln City). The Devils Lake Water Improvement District is the governing body which oversees Devils Lake in Lincoln City.  The DLWID Board committed in their May meeting to make a precedent setting decision during this meeting that will impact may boaters on Devils Lake for years to come. Your presence does make a difference.  Please come and help save Devils Lake!

The Devils Lake Water Improvement District Manager’s current recommendation is to commission a study on the permanent removal of the seasonal dam at the mouth of the D River which was designed to provide safe boating water levels in Devils Lake.  If implemented, this plan will result in a summer lake level that will severely impact boating and recreational activities.   This proposal is part of an intentional effort by the DLWID Manager to accomplish what he has coined, “natural hydrology”.  Two summers ago, he convinced the DLWID board to lower the lake six inches which started a five year clock toward the forfeiture of the Districts right to operate the dam; we have just two and a half years to resolve this issue. In concert with his plan to remove the dam, the DLWID Manager has recently been advocating for his participation in developing restrictions on how you can use property surrounding Devils Lake. Should these plans be implemented the entire shoreline would be put in jeopardy and Devils Lake would be put on course toward becoming a meadow! Continue reading

Attend May DLWID Meeting

Board Meets May 8th, 2014 6:00pm

The Devils Lake Water Improvement District Board meeting will be held on Thursday May 8th at 6:00pm. The meeting will be held in the City Hall Council Chambers, which are located on the third floor of City Hall. Your presence does make a difference.  Please be there!

The District Manager’s current recommendation is to keep lake level down at 9.0’ and commission a study on the permanent removal of the dam which could result in a summer lake level a foot lower than you’ve ever seen before.  Our conversations with the Board members indicate they still have an open mind on the issue.  We need you to attend and bring five concerned friends or neighbors to help impress upon the DLWID Board that the only choice is to listen to their constituents and raise the lake to 9.53’ this summer. The Devils Lake Neighborhood Association has presented a plan to the DLWID Board which is designed to bring the community back together and accomplish great things for the lake.

I want to thank everybody who came to the April board meeting as well as the lake workshop the following weekend.  For those of you attending the workshop you may have left believing there was a very high likelihood of the board reversing its current policy resulting in a summertime lake level of 9.53 feet.  That conclusion would have been reached based on the presentation of the District’s subject matter expert, Mr. Joe Eilers of Max Depths Aquatics who when asked by a DLWID Board member if a change in 6 inches of lake elevation from 9.0 last summer to the 9.53 impoundment right, would have a measurable impact on erosion, wetlands or algae blooms, answered “no”. Devils Lake Workshop

Saturday April 19, 2014 10:00 OCCC campus

IMG_0152Around 140 interested parties attended the Devils Lake Water Improvement Association meeting last week.  Included in the mix was Mayor Dick Anderson and most of the Lincoln City Council members.  Lake condition and lake level dominated the discussion with nearly 40 testifying during the night.  In the end there were no decisions made by the DLWID board other than to begin the water quality testing for the year as requested by the Devils Lake Neighborhood Association in the March meeting.  David Skirvin called for the District to hold a workshop to discuss the extraordinary conditions that are now occurring on the lake.

Once again we need your help to appear at the upcoming workshop on Devils Lake and Harmful Algal Blooms and an update on the water quality.  Yes we know it’s both Easter weekend as well as the Great City Wide Garage Sale but, we did not pick the day.  Please help us express our concerns and attend the workshop: Saturday April 19, 2014 from 10 am to 12 pm at Oregon Coast Community College, 3788 SE High School Drive, Lincoln City, Oregon.

DLNA Board Testifies Before DLWID

The following testimony was provided by the Devils Lake Neighborhood Association (DLNA) to the Devils Lake Water Improvement District (DLWID) on March 13, 2014.

My name is Mitchell Moore and I live at 2929 NE Loop Drive. On behalf of the overwhelming majority of residents living in the boundaries of the Association I offer the following written comments in support of the verbal testimony provided at the same meeting.

Request:

To begin, we repeat our request that the DLWID add lake level on the March agenda, and resolve to exercise the maximum impoundment right of 9.53’ beginning April 15th through October 15th.

Furthermore, given the extreme conditions that exists in the lake today, the members of DLNA request that the District begin the water monitoring season immediately. The purpose of this action would be to identify health hazards as soon as they exist and document current conditions for future study.

Comments:

Over the past few years the District has suggested that there is a lot of mis-information out in the community which cause problems between the public and the District.  Several statements from unknown origins, were made during the February board meeting by board members and staff that seemed on the surface to be repeats of some of this mis-information.  We spent some time researching these statements and our findings suggest they were either incorrect or misleading.

Leisure Bay – October 2013

The first statement made by a couple of board members last month suggested that the increased level of algae bloom in 2013 was part of unusual Statewide HABS phenomena.   This inferred that an increase in all lakes reasonably explained our experience at Devils Lake.  (See image from Leisure Bay October 11, 2013)

 

Our Fact Check indicates that on a Statewide basis this was not really an unusual year. Each year the Oregon Health Authority publishes a report on Harmful Algal Blooms. Continue reading

DLWID 2013-2014 Budget Meeting Report

The Devils Lake Water Improvement District Budget meeting was on Friday May 10th at 10:00am and was held in the City Hall Council Chambers located on the third floor of City Hall.

Budget Presentation: The Lake Manager started the meeting presenting the budget to the budget committee. It described the five priorities that have been set by the DLWID Board in previous meetings. These priorities include:

  1. Improve and maintain the water quality in Devils Lake.
  2. Improve the environment for fish, wildlife, and humans in Devils Lake and its watershed.
  3. Improve recreational opportunities in and on Devils Lake.
  4. Improve and maintain safe and efficient navigation through Devils Lake.
  5. Increase public access to Devils Lake.
  6. Improve the economy of north Lincoln County through the restoration and maintenanceof Devils Lake.
  7. Increase public awareness and public education of Devils Lake.

Attend The March DLWID Meeting

The Devils Lake Water Improvement District now holds its regularly scheduled Board meetings on the second Thursday of every month. This month the District invites you to spend Valentine’s Day with them at City Hall. The agenda for this month’s meeting on Thursday March 14th at 6:00pm, contains several important topics.  During the meeting will be a discussion related to next steps the Grass Carp request recently submitted to the Oregon Department of Fish and Wildlife.  Our hopes are that a plan will be disclosed to enlist the public in support of the application.

Other topic of discussion this month includes the Septic Tank Revitalization Program and the plan for the upcoming intergovernmental meeting on the topic.  The District will present the initial plans for the Devils Lake Revival held in Regatta Park.  This year’s Lake Steward will be selected to follow Don Sell the 2012 recipient.  Several other items will be discussed as outlined in the Staff Report. The Water District makes several other important decisions regarding the lake every month and you are encouraged to attend.

If you cannot attend this month’s meeting; it will appear on Channel 4 for all Charter customers. You can check the Channel 4 Schedule for airing times. You may also now watch the meeting streamed lived, see the related article above. The best way to stay informed is for all lakefront homeowners and interested parties to attend these important meetings.

Attend The February DLWID Meeting

This month the District invites you to spend Valentine’s Day with them at City Hall. The agenda for this month’s meeting on Thursday February 14th at 6:00pm, contains several important topics.  The meeting will begin with a special presentation on the Mid-Coast TMDL (Total Maximum Daily Load) and the Agricultural Water Quality Plan and Rules by the Oregon Department of Environmental Quality and the Oregon Department of Agriculture.

Other topic of discussion this month includes the Septic Tank Revitalization Program and the potential of an upcoming public meeting on the topic.  The District will present the results of the annual financial review and provide updates on the Voyage Local Improvement District for the provision of sewers and paving near Regatta Park.  Several other items will be discussed as outlined in the Staff Report. The Water District makes several other important decisions regarding the lake every month and you are encouraged to attend.
