Reports of activity which occurred at a DLWID meeting

July DLWID Board Meeting Report

The Devils Lake Water Improvement District held its July board meeting in the District offices on Thursday, July 7th, 2011.  Ten interested parties attended the meeting.

Board Elections:  Two new Board members; Kip Ward and Noel Walker were introduced at the beginning of the meeting followed by the official swearing into to their recently elected office.  The Board elected officers for this coming year; Chair – David Skirvin, Vice Chair – Brian Green, and Sec/Treasurer – Randy Weldon.

Public Comment: The Board changed the process for comments from members of the public allowing discussions of all agenda items at the begining of the meeting. There were no public comments during the period provided.

DSL Permits:There was some discussion on the recent letter sent to residents from Oregon Department of State Lands related to last year’s inventory of structures on the lake and revised licensing requirements. The letter announced an informational meeting to be held July 20th from 3-6pm at the Lincoln City Community Center. Continue reading

June DLWID Board Meeting Report

The Devils Lake Wateri Improvement District held its June board meeting in the District offices on Thursday, June 2nd, 2011.  Several interested parties attended the meeting.

Executive Session of the Board: The Board of Directors held an Executive Session preceding their regularly scheduled meeting.

Budget Hearing: The final presentation of the District’s 2011-2012 budget was made during the hearing.  The public in attendance was granted a moment to comment on its content.  There were no comments from those in attendance. After asking for public comments the Board of Directors unanimously passed the proposed budget. Continue reading

March DLWID Board Meeting Report

The Devils Lake Water Improvement District held its March board meeting in the District offices on Thursday, March 3rd, 2010.  Several interested parties attended the meeting.

Executive Session of the Board: The Board of Directors held an Executive Session preceding their regularly scheduled meeting.

Public Comment: The Board acknowledged the receipt of written comments; members of the public in attendance also provided comments on several items.  Public comments included; an expression of concern regarding the potential purchase of the Union 50 Club as well as a few concerns on the contents of the Devils Lake Plan.

Save our Shorelines: This is a program to assist landowners in increasing the native vegetation on their shoreline as well as other best management practices for living on the water. The District has planned a workshop about shoreline planting and other best practices before the spring planting season begins for landscape professionals.

Devils Lake Plan: The board discussed the final version of the Devils Lake Plan and public feedback on the plan.  The issues that were of most interest were the Districts plan for the reintroduction of grass carp as there was not unanimous support for the project.  Additional concerns were expressed over the plans reliance on legislation change by advocating four new ordinances used to implement planned projects.  Finally, there were concerns expressed related to the use of water shut off in conjunction with the Septic Tank inspection program.  After consideration of these comments the board approved the Devils Lake Plan by a vote of 4-1.

Union 50: The DLWID board will continue to explore the possibility of buying the old Union 50 building for potential use for the offices of the District. The location would also contain the Center for Applied Freshwater Ecology, or CAFÉ. It was reported that discussions with the Oregon Coast Community College, would suggest that the District could own the building for just a little more than it is currently paying in rent.

February DLWID Board Meeting Report

The Devils Lake Water Improvement District held its February board meeting in the District offices on Thursday February 3rd at 6:00pm. The meeting was attended by approximately 11 interested parties. The District received an unqualified opinion; total assets are up $30,000, revenues of $193,000 up $3,400 and expenses are up $5,400.

Devils Lake Plan: The board meeting began with a special presentation of the Devils Lake Plan to those in attendance. The Plan had been previously presented and discussed in four public meetings over the past week. The presentation was followed by an open discussion designed to receive public input. Concerns were expressed related to the use of water shut off by the City to enforce their septic ordinance. Some were concerned about what they described as potential bias toward legislating enforcement of the Districts ideas rather than providing incentives toward voluntary participation. Several commenter’s objected to the use of District funds for the CAFE project.

Audit: The District’s Auditor Signe Grimstad presented the results of the District’s annual audit. The District received an unqualified opinion; total assets are up $30,000, revenues of $193,000 up $3,400 and expenses are up $5,400.

Public Input: Several comments were made on the balance of the agenda. A request was made to have the audited fincinals placed online. An objection was made to District useing fund for the Regatta Park SOS project suggesting the City should provide the funding. It was also memtioned that there are coastal engineers who would be willing to help the District develop guidelines for effective shoreline protection that could be used by homeowners. District Holds Open House

The Devils Lake Water Improvement District held four informational sessions on the Devils Lake Plan over the weekend.  Attendees at each session were provided a summary of the Plan in the form of a powerpoint presentation.  Saturdays’ session was attended by Mayor Dick Anderson and City Counselor Chester Noreikis.  Each session concluded with a publc discussion of the new managment plan. January DLWID Board Meeting Report

The Devils Lake Water Improvement District held its January board meeting in the District offices on Thursday January 6th at 6:00pm.  The meeting was attended by approximately six interested parties.

Lake Level: The District has been communicating with Greg Beaman, Oregon Water Resources Watermaster for our region in an attempt to determine if the requirement to balance outflows to inflows in the summer months could be altered.  The Watermaster  has indicated that he could not alter this requirement as it was part of the 1996 impoundment agreement on water level.  The Board decided to wait for the erosion study before deciding whether to file for a modification to their water right.

DEQ 319 Grant: The database developed under this project is scheduled to be sent to DEQ and to the District by December 31, 2010 as required by the grant agreement.  The District was informed that the contractor would not include some paper only files associated with phytoplankton and zooplankton prior to 2003.  During the meeting the Board directed the lake manager to hold the contractor to their agreement to enter all the complete data set both or locate another source to accomplish the task deducting the District’s expenses from final payment.

Devils Lake Plan: The Devils Lake Plan was approved by the Board for release to the public for comment by a vote of 4 to 1.  There will be an open house for partners and the public to answer questions and to discuss the Devils Lake Plan, as follows:

  • Friday, January 28, 2011 from  10 am – 12 pm and  2 pm – 4 pm
  • Saturday, January 29, 2011 from 10 am – 12 pm and  2 pm – 4 pm

December DLWID Board Meeting Report

The Devils Lake Water Improvement District held its December board meeting in the District offices on Thursday, December 2nd, 2010.  The meeting was attended by approximately five interested parties.

Public Comment: Public comments included a request to have the lake dredged in front of the union 50 club for boat use, boat mooring and swimming.

Erosion Study RFP: The District received responses to the erosion study RFP on August 25th, 2010.  Dr. Toni Pennington of Tetra Tech conveyed more details of their proposal during the November board meeting and the board responded with requests for several alterations to the bid.  Dr Pennington has subsequently responded by elaborating on the specifics of aerial photographs available for use in the study.  The erosion study was designed primarily to determine if and how the lake level affects erosion on properties surrounding Devils Lake. The board discussed the updated proposal by Tetra Tech and approved by a vote of 4 to 1 the Proposal for the Devils Lake Shoreline Erosion Study by Tetra-tech for $28,840.

Lake Level: Staff reported that in November there were no further incidents of blockage on the D River due to sand deposition and that the lake has receded sharply. Currently the lake level is 9.8’. Continue reading
