Attend February DLWID Meeting

Council Chambers February 2, 2012 6:00pm

The Devils Lake Water Improvement District Board meeting will be held on Thursday February 2nd at 6:00pm. Please note that these meetings have moved to City Hall Council Chambers, which are located on the third floor of City Hall.

Septic Ordinance
On November 7th, DLWID board members and staff attended a City Council workshop to discuss the possibility of a septic inspection ordinance and options to accelerate sewer extension around the lake.  City Council has directed staff to prepare a septic ordinance, which is anticipated sometime in February.  The District has indicated that they feel that inspections performed by the County the government body assigned to this task are inadequate to meet the goals of the program and they intend to take the lead on developing the new inspection criteria.  Continue reading →

Attend January DLWID Meeting

Erosion Study Presented January 5, 2012 6:00pm

The Devils Lake Water Improvement District has conducted an erosion study to determine if and how the lake level impacts erosion on properties surrounding Devils Lake. Tetra Tech presented their evaluation of the lake resulting from the fieldwork that occurred this spring at last month’s DLWID Board meeting.  While the agenda has not yet been posted for this month’s meeting on Thursday January 5th at 6:00pm, we anticipate some board discussion will occur related to the erosion study revisions requested last month. Please note that these meetings have moved to City Hall Council Chambers, which are located on the third floor of City Hall.

If you cannot attend this month’s meeting; it will appear on Channel 4 for all Charter customers. You can check the Channel 4 Schedule for airing times. The best way to stay informed is for all lake front homeowners and interested parties to attend these important meetings.

There are several topics of importance to lake residents on this month’s agenda. Due to the importance of this month’s meeting we sent this notice prior to the District posting the meeting documents, the links should function once the documents have been uploaded.

Lake Officials Question Erosion Study

An erosion study that could play into a future decision on the water level in Devils Lake has received a rough reception from lake officials, who said the work failed to fulfill many of its objectives.

The District commissioned the study to inform its decision about whether to change the level of the D River dam, which helps keep the lake higher during the summer months. Continue reading →

City Manager Says Inspection Results Will Vindicate Septic Program

Several lakefront homeowners have called on Devils Lake officials to oppose Lincoln City’s moves toward a septic tank inspection program, saying the City has failed to provide proof that septic systems are polluting the lake.

Speaking at the Dec. 1 meeting of the Devils Lake Water Improvement District, homeowner Mark Highland said the program was being “railroaded through” by City Manager David Hawker. Continue reading →

Shoreline Animation

See Years of Lake History in Seconds

The Devils Lake Water Improvement District recently had an erosion study done to determine if and how the lake level affects erosion on properties surrounding Devils Lake.  The study and related materials were released on the District website prior to the December Board meeting.

The study provided an extensive collection of historical aerial photographs; twelve sets ranging from 1939 to 2007.  The report did not draw conclusions from these photographs related to the historical migration of the lake’s shoreline.  The RFP for the study discussed the creation of an animation created from the historical photographs.  The contractor decided to accomplish this with the use of a PDF file because of its wide availability.    This format does allow the curious to click hyperlinks in the document and move from year to year for any given areas of the lake.  It does provide some interesting viewing.

We thought it might be easier to see what happens to any individual section of shoreline if this animation was done using a time-lapse video.  This would let you see the shoreline change as the video plays; the video progress bar could also be used to select any view in the middle of the time-lapse.  Seemed like a good idea, so we figured out a way to create three time-lapse videos.

Imbedded in this article are three views of Devils Lake progressing over time.  Each of these views were created by scaling and rotating aerial photographs from different times.  The lake level at the time of each photograph is unknown therefore; no attempt was made to compensate for it.  Given the scale of the photos the impact of this omission is negligible.  It is recommended that you select full screen viewing for best results. December DLWID Board Meeting Report

The Devils Lake Water Improvement District Board meeting was on Thursday December 1st at 6:00pm and was held in the City Hall Council Chambers located on the third floor of City Hall.

Special Presentation Erosion Study: Dr. Toni Pennington from Tetra Tech made a presentation on the erosion study recently released by the DLWID. Many details of the report were outlined which concluded that waves generated by boats or wind, the nature of the soils around the lake, the presence or absence of sufficient bank stabilization, and the slope of the lake bottom are likely more influential on shoreline conditions than relatively small changes in lake levels. The board asked several questions related to the contents of the report. Several questions that were submitted by members of the public were discussed. The Lake Manager and some Board members were highly critical of the report. It was stated the report did not address impact of inundation, reservoir hydrology, vegetation recruitment, impact of grass carp and the role of saturated soils.  More information on the contents of the report as well as links to related documents, see Erosion Study Released.

Public Comment: There were 15 interested parties in attendance. Comments were made to the Board in which were related to the erosion study, the septic program, sewers, the Cafe, sand fill at Regatta Park, and the new for the District to inform the public that the lake is not polluted and is safe for swimming. Lincoln City Agrees to Roads End Water Talks

With letters demanding Roads End annexation consent poised to leave Lincoln City Hall any day, city councilors have agreed to a last-minute meeting with members of the Roads End Water District to discuss the supply of water to the area.

Mayor Dick Anderson said he and City Manager David Hawker would make themselves available to meet with a delegation from the District’s board of directors as early as this week. Continue reading →
