Erosion Study Released

Study Concludes Lake Level Has Little Influence

The Devils Lake Water Improvement District recently had an erosion study done to determine if and how the lake level affects erosion on properties surrounding Devils Lake. The District specifically requested that the study consider how wave energy, both natural and man made, impact the shoreline as a result of having the lake held at 9.53’ (full exercise of water right), at 9.0’ (partial exercise of water right), and if the lake was to be allowed a natural hydrology without impoundment.

The text of the study, photographs, maps and presentation are available online by following the links at the end of this post.  In general, the study concludes, “whether waves are generated by boats or wind, the highly erodible nature of the soils, the presence or absence of sufficient bank stabilization, and the bathymetric slope are likely more influential on shoreline conditions than relatively small changes in lake elevations.” Continue reading

Board Meets December 1, 2011 6:00pm

Erosion Study To Be Presented

The Devils Lake Water Improvement District has conducted an erosion study to determine if and how the lake level impacts erosion on properties surrounding Devils Lake. Tetra Tech will be presenting their evaluation of the lake resulting from the fieldwork that occurred this spring at this month’s DLWID Board meeting on Thursday December 1st at 6:00pm. Please note that these meetings have moved to City Hall Council Chambers, which are located on the third floor of City Hall.

City Set Sight On Sewers

Citing the importance of Devils Lake to the Lincoln City area, city councilors have decided to pursue the idea of a new tax to pay for the installation of sewers throughout the watershed.

At its Nov. 14 meeting, Lincoln City Council unanimously agreed to move forward with the idea of a tax in addition to the development of an inspection program for septic systems that are tributary to the lake.

Councilors agreed that the task of levying the tax should fall to the Devils Lake Water Improvement District (DLWID), which includes the entire city as well as the portions of the lake watershed beyond the city limits. Continue reading

November DLWID Board Meeting Report

The Devils Lake Water Improvement District Board meeting was on Thursday November 3rd at 6:00pm and was held in the City Hall Council Chambers  located on the third floor of City Hall.  There was a mix up preventing this District Board meeting from appearing on Charter Channel 4.

Public Comment: There were 3 interested parties in attendance. One public comment related to the upcoming sewer/septic workshop to be held by the city.  It was suggested that the District should attend the workshop and gather information to report to the board so they may carefully consider how to address the issue.  Concerns were expressed that this would be an unpopular time to pursue construction of a sewer system that could bring, annexation, city taxes, LID assessments and monthly bills to homes that received the new service.   Continue reading

Erosion Study Presentation, POSTPONED

This notice is a correction to our previous report that the Erosion Study would be presented in the November meeting. Due to staff conflicts, Tetra Tech will be unable to provide a presentation on the erosion study at the November meeting. Tetra Tech staff has been confirmed and will present at the District’s December 1 meeting. The District has posted the meeting documents, the links below will allow you to view them.

Tetra Tech will be presenting their evaluation of the lake resulting from the fieldwork that occurred this spring at this month’s DLWID Board meeting on Thursday November 3rd at 6:00pm. Please note that these meetings have moved to City Hall Council Chambers, which are located on the third floor of City Hall.

The presentation that will be made by Tetra Tech is very important because by design, it should address key issues such as the loss of shoreline to inundation, loss or change in plant community along the shore which may lead to erosion or shoreline loss, impacts to wetlands and wetland hydrology, impacts to structures, direct erosion of the shoreline, plus others. The District specifically requested that the study consider how wave energy, both natural and man made, impact the shoreline as a result of having the lake held at 9.53’ (full exercise of water right), at 9.0’ (partial exercise of water right), and if the lake was to be allowed a natural hydrology without impoundment.

Over the coming months the District will use this study to determine how to manage, lake level and shoreline development including restorations projects and potential restrictions on development as contemplated in the Devils Lake Plan.  This will be an important presentation for individuals interested in Devils Lake.

If you cannot attend this month’s meeting; it will appear on Channel 4 for all Charter customers. You can check the Channel 4 Schedule for airing times. The best way to stay informed is for all lake front homeowners and interested parties to attend these important meetings.

There are several topics of importance to lake residents on this month’s agenda.  Due to the importance of this month’s meeting we sent this notice prior to the District posting the meeting documents, the links should function once the documents have been uploaded.

Lake at Lowest Level This Year

Lake resident Mark Christie posted this comment on his Facebook page this weekend, “Wow. 29″ from my floating temporary dock to my fixed deck. Who pulled the plug out of D Lake?”  Those of you who have been to the lake in recent weeks know that the lake is very, indeed it is at its lowest point all year.  The unofficial gauge installed at my dock reads 8.8’ and I have exposed lakebed all the way around my seawall.

The Devils Lake Water Improvement District removed the D River dam on October 12th, at which time the lake had already dropped to 9.0’.  In October there was just 2.05” of precipitation prior to the dam removal and since that time, there have been 5 days of rain, registering a total .03” of precipitation.  Historically, October will provide many very nice days to enjoy but it does generally provide much more rain with a monthly average of 7.5”.  Not to worry, you can double that figure for each of the months of November, December and January, so I would not bet on the lake staying this low for too much longer.
