August DLWID Board Meeting Report

The Devils Lake Water Improvement District held its July board meeting in the District offices on Thursday, August 4th, 2011.  Four interested parties attended the meeting.

Public Comment: There was one comment asking the District to review its position related to the City Managers recent comments that the lake is polluted.

Vegetation Management: The District continues to work toward obtaining a permit to re-introduce grass carp into Devils Lake.  As part of its work plan the District has made contact with the appropriate ODFW staff.  Representatives of the Board and the DLWID manager meet with ODFW staff prior to this board meeting and they reported that ODFW suggested the District seek a rule change specific to Devils Lake. The primary sticking point relates to rules restricting grass carp placement on bodies of water which have public access. The goal is to establish an avenue to permit continued vegetation contol through the use of grass carp. The District is seeking the assistance of an expert to assist with the process of appealing their grass carp application. There was a discussion of the providers available to the District for this work and the District will draft a RFP for the project.

Devils Lake Revival: The Devils Lake Revival has been scheduled by DLWID to be held at Regatta Park on August 27th from 10am to 2pm.  Details of this fun event will include booths manned by DLWID staff, food, music provided by Schooner Creek String Band, a regatta, boat trips on the lake, and safety presentations and other yet to be announced activities.  Plan to attend this unique event. Board Meets August 4, 2011 6:00pm

The Devils Lake Water Improvement District Board meeting will be held in its offices above Radio Shack Thursday July 4th at 6:00pm.   The best way to stay informed is for all lake front homeowners and interested parties to attend these important meetings.

There are several topics of importance to lake residents on this month’s agenda.  The District continues to work toward obtaining a permit to re-introduce grass carp into Devils Lake.  As part of its work plan the District has made contact with the appropriate ODFW staff.  Representatives of the Board and the DLWID manager will meet with ODFW staff prior to this board meeting and results from the meeting will be reported to those present. The District is seeking the assistance of an expert to assist with the process of appealing their grass carp application; there will be a discussion of the providers available to the District for this work.

The Devils Lake Revival has been scheduled by DLWID to be held at Regatta Park on August 27th from 10am to 2pm.  Details of this fun event will be reviewed at the meeting.  Additionally, the District will discuss testing of E. coli using DNA markers on the lake.  Several other topics will be discussed, please follow the links below to access the latest agenda, staff reports and meeting minutes:

July DLWID Board Meeting Report

The Devils Lake Water Improvement District held its July board meeting in the District offices on Thursday, July 7th, 2011.  Ten interested parties attended the meeting.

Board Elections:  Two new Board members; Kip Ward and Noel Walker were introduced at the beginning of the meeting followed by the official swearing into to their recently elected office.  The Board elected officers for this coming year; Chair – David Skirvin, Vice Chair – Brian Green, and Sec/Treasurer – Randy Weldon.

Public Comment: The Board changed the process for comments from members of the public allowing discussions of all agenda items at the begining of the meeting. There were no public comments during the period provided.

DSL Permits:There was some discussion on the recent letter sent to residents from Oregon Department of State Lands related to last year’s inventory of structures on the lake and revised licensing requirements. The letter announced an informational meeting to be held July 20th from 3-6pm at the Lincoln City Community Center. Continue reading

Attend July DLWID Meeting

Board Meets July 7, 2011 6:00pm

The Devils Lake Water Improvement District Board meeting will be held in its offices above Radio Shack Thursday July 7th at 6:00pm.   The best way to stay informed is for all lake front homeowners and interested parties to attend these important meetings.

There are several topics of importance to lake residents on this month’s agenda.  The District has been working to obtain a permit to re-introduce grass carp into Devils Lake. The District has developed a work plan to continue toward that goal.  The initial estimates of the components contained in that work plan total $164,500.  These include; a professional topographic survey, an aquatic plant survey, an economic impact study, a scientific study outline,  a nutrient study,  a consultant for the ODFW process, and a evaluation of Coho salmon under the Endangered Species Act.  Come hear the discussion on this important topic.

Discussions of the status of the erosion study as well as the impact it had on early season lake levels will be reviewed.  The District has been approached to sign on to redevelopment of the area known as Hostetler Park located on the North shore of the D-River between Hwy 101 and the State Park.  Under consideration is conversion of the area into a water craft rental facility as a 1-year pilot project.

DLWID has scheduled a festival to be held at Regatta Park on August 27th from 10am to 2pm.  The event will be called the Devils Lake Revival; many of the plans have already be made, come an learn more.  Additionally, the District will discuss testing of Thompson Creek water quality, provide an update on the Septic Tank Revitalization Program and the Save Our Shoreline Program. Dam Update

The following statement was made today on the DLWID Facebook page.

“Tetra Tech will be continuing the erosion study through next week. Dam to be replaced following completion of the study which will most likely be done by Thursday.”

Latest Update

The DLWID reports that the D-River dam was installed on Wednesday June 22nd.

It’s About Dam Time

We have received many inquires related to the unseasonably low lake levels and offer this explanation. The Devils Lake Water Improvement District has been conducting an erosion study to determine if and how the lake level impacts erosion on properties surrounding Devils Lake. In order to facilitate the study the dam has been left out until completion of the fieldwork. The work was scheduled to begin June 14, 2011 and last one week.

The Devils Lake Water Improvement District holds a Recreational Water Use Right on Devils Lake. The water impoundment right allows the District to store additional water in the lake between April 15 and October 15.  The level of the impoundment has been a hotly debated topic in the communnity over the past two years.  The DLWID board resolved last year to exercise the maximum impoundment right of 9.53′; the current lake level is at 8.9′ approximately 7 1/2″ lower than the target level.

We are hopeful that the dam will be constructed in the coming week.  We have inspected the site and found that the vertical members are all in place. Therefore all that would be required is the placement of the horizontal elements which should be able to be accomplished in short order.  At that point we can hope for a period of rain to restore the lake level.

June DLWID Board Meeting Report

The Devils Lake Wateri Improvement District held its June board meeting in the District offices on Thursday, June 2nd, 2011.  Several interested parties attended the meeting.

Executive Session of the Board: The Board of Directors held an Executive Session preceding their regularly scheduled meeting.

Budget Hearing: The final presentation of the District’s 2011-2012 budget was made during the hearing.  The public in attendance was granted a moment to comment on its content.  There were no comments from those in attendance. After asking for public comments the Board of Directors unanimously passed the proposed budget. Continue reading
