Attend the December DLWID Board Meeting

The Devils Lake Water Improvement District Board meeting will be held in its offices above Radio Shack Thursday December 2nd at 6:00pm.  There is an Executive Session planned from 5:30 to 6:00 before the regular meeting.  The best way to stay informed is for all lake front homeowners and interested parties to attend these important meetings.

There are several topics of importance to lake residents on this month’s agenda.  These discussions include; an update on the lake level a month after the emergency dredging in the D-River, a final decision and award of the erosion study RFP, and continuing discussions related to modifications to the Devils Lake Plan.

November DLWID Board Meeting Report

The Devils Lake Water Improvement District held its November board meeting in the District offices on Thursday, November 11th, 2010.  The meeting was attended by approximately 12 interested parties.

Executive Session of the Board: The Board of Directors held an Executive Session preceding their regularly scheduled meeting.

Public Comment: The Board acknowledged the receipt of written comments; members of the public in attendance also provided comments on several items.  Public comments included; an expression of concern regarding the limited scope of the Erosion Study as well as a few concerns on the development of the Devils Lake Plan. A couple of residents on 2nd Court expressed concerns about log removal on the canal and the D River which would improve the health of the canal and open the area to recreational activities.

Erosion Study RFP: The District received responses to the erosion study RFP on August 25th, 2010.  The study was designed to determine if and how the lake level affects erosion on properties surrounding Devils Lake. The full RFP is available on their website.  The meeting began with an interview with Dr. Toni Pennington of Tetra Tech to obtain more details related to their proposal.  Dr. Pennington explained that, in reaction to concerns expressed about the cost of the project they have suggested that certain elements be removed from the study, such as the pictorial survey and historical data mining. She also stated that based on recent input from District staff the proposal has been reworked to focus more on answering the question; what impact would various water levels have on erosion? Attend the November DLWID Board Meeting

The Devils Lake Water Improvement District Board meeting will be held in its offices above Radio Shack Thursday November 11th at 6:00pm.  There is an Executive Session planned from 5:30 to 6:00 before the regular meeting.  The best way to stay informed is for all lake front homeowners and interested parties to attend these important meetings.

There are many topics of importance to lake residents on this month’s agenda.  These discussions include; an update on the lake level and the results of the recent emergency dredging in the D-River, observers know that some recent rain and tidal events have challenged lake level management.  There will be a teleconference interview with Tetra Tech to clarify elements of their bid on the erosion study RFP, the board is expected to make a decision on how or whether to proceed on this project.  Open discussions will continue related to modifications to the Devils Lake Plan. Of particular interest will be the recent research by District staff into obtaining a permit for limited re-introduction of grass carp into Devils Lake, see related article.  The board will also discuss a recent opportunity for development of the Union 50 Club House located on the mouth of the D-River.  Updates on the Save our Shoreline program, and district public outreach efforts will be given.

Grass Carp Back In Strategic Plan

Work Begins On The Permitting Process

The DLWID Board has determined that the District should pursue an application to the Oregon Department of Fish and Wildlife for a permit to re-introduce grass carp into Devils Lake.  This time the use of grass carp would be part of a comprehensive management plan for the lake containing several preventive strategies toward the creation of a healthy lake.

To that end, the District is working on a draft Devils Lake Plan describing these various techniques that may be deployed in managing the lake.  The draft has not been released for public review but the District has indicated that there will be an opportunity for the public to review and comment on what’s inside.

In the meantime, District staff has been hard at work learning what it may take to receive approval for the use of grass carp in Devils Lake.  This month’s Manager Report contains a detailed description of their findings.  I would recommend your review beginning at page 5 as it is highly informative.  We have been given a 50/50 chance at success and there will be a day where public support will be requested.  So stay informed and become active!

Lake Level: November Update

Rains and Tides and a Whole Lot of Sand

November brought a couple of unusually high tidal events washing the mighty Pacific and a portion of the wayside beach into the mouth of the D-River.  Sand was deposited well beyond the Highway 101 bridge completing shutting down flow from the lake to the ocean. This month’s DLWID Manager report provides a description of what to occured.

The D River became clogged with sand by high seas on October 24. Lake level was about 9.5 feet. On October 29th we received the last of the bids for dredging, and thus we used the lowest bid to dredge the D River on Monday Nov 1. The reason for waiting was that Kyllos had started a project sand blasting and repainting their I beams, which could have been greatly impacted by a reopened channel. The lake was not very high at that time. We did though receive a great deal more rain than was predicted over the weekend, and thus the lake level did rise sharply causing suitable alarm by many around the lake. The Monday dredging though predictably did not last long as ocean swells clogged the River by early Tuesday morning. On Wednesday we dredge again with the lake reaching its peak at 11.2’. The river has been running wide and clear since. As of 4 pm Friday the lake level was reportedly at 10.2′.

DLIWD Board Meeting Date Change

The Devils Lake Water Improvement District announced yesterday on their Facebook page that the November Board meeting date will change.  Specifically they stated;

Special meeting time. Due to time conflicts the November DLWID meeting will take place on the second Thursday of the month (November 11) as opposed to the first of Thursday of the month.

We will post our usual meeting announcement once the agenda and Manager’s report is published by the District.  So for now mark you calendars.
