Roads End Challenges Annexation

After the Lincoln City City Council formally decided to officially annex the Roads End area into the city December 10th, the Roads End Water District began their legal challenge.  The group has filed an appeal to the state Land Use Board of Appeals (LUBA).

LUBA Appeal:
The text of the appeal has not yet been published but the title describes it as an appeal of an ordinance annexing the Roads End area to the City of Lincoln City. Interested parties can search the LUBA website for Roads End Water District v. City of Lincoln City, LUBA No. 2012-101, which was filed December 28, 2012.

Roads End Residents Need Your Help

Grant Application Deadline is June 30

The residents of Roads End are developing their own water system that once complete will serve over 800 people in Roads End. You can help and it won’t cost anything but a few minutes of your time. The Roads End Water District (REWD)  has signed up for a $250,000 small business grant from Chase Bank.  It needs at least 250 people to sign in though Facebook and show support for REWD in order to qualify. All you need is a Facebook account.  Anyone with a Facebook account can vote and they have managed to get quite a few votes. The deadline is Friday, June 30. Whether they get the grant or not, its a great way for one part of our community to help another.

Roads End Lawsuit Threat Gathers Pace

Lincoln City leaders have received another batch of warnings from Roads End residents that shutting off their water supply will lead to a court battle.

Members of the Roads End Water District appeared at Lincoln City Council’s March 12 meeting to deliver 37 new tort claim notices from Roads End property owners, all of whom have threatened to sue the City for damages if the City follows through on a threat to shut off their water.

The notices add to an initial batch of 25 delivered by REWD members in January. Continue reading

Parties Silent On Water Talks

Neither side is saying much about an 11th-hour meeting between Lincoln City officials and members of the Roads End Water District, which took place
on Dec. 8.

The District requested the meeting on Nov. 28 as the City was on the cusp of sending out letters to Roads End property owners demanding that they consent to annexation in exchange for continued water supply.

City Manager David Hawker confirmed that he and Mayor Dick Anderson met with two members of the District’s board of directors, describing the talks as “cordial” but “uneventful.” Continue reading

Lincoln City Agrees to Roads End Water Talks

With letters demanding Roads End annexation consent poised to leave Lincoln City Hall any day, city councilors have agreed to a last-minute meeting with members of the Roads End Water District to discuss the supply of water to the area.

Mayor Dick Anderson said he and City Manager David Hawker would make themselves available to meet with a delegation from the District’s board of directors as early as this week. Continue reading

Roads Endgame

City’s water demands decried as ‘hostage’ tactics

After several false starts, Lincoln City is set to proceed with the final phase of its effort to gather enough annexation consents from Roads End property owners to bring the area inside the city limits.

At its Oct. 24 meeting, Lincoln City Council directed staff to send letters to all Roads End property owners who have not yet consented to annexation, giving them 60 days to do so or face having their water shut off. Continue reading

City Puts The Squeeze on Roads End Residents

Residents Resist; City Ratchets Water Service

The residents of Roads End recently received a positive Initial Review of their application to drill six wells which will become the new source of water for the reformulated Roads End Water District (REWD).  Also this week Lincoln City Council passed a resolution to direct the city manager to send 60-day notices to Roads End area residents requiring signed agreements consenting to annexation in order to receive continued water service.
